It's an angled deflector fixed across the outside of the door just above the threshold, throwing driven rain clear before it tracks underneath. The standard cure for water appearing inside the threshold of exposed doors.
Cut to the door width, seal the back face, screw to the door with the drip edge just proud of the threshold, and cap the ends. Twenty minutes with a hacksaw, drill and sealant.
If water is being driven at the door face and running down, a weather bar. If wind and water come through the gap under the door, a threshold or brush seal. Badly exposed doors often need both.
